Is it Frowned upon to Pray the Rosary for the Souls in Hell?

I often pray using the Rosary when I have a strong conviction about someone or something, but do prayers for those in hell fall upon deaf ears? I suppose it would be of more importance for pray for our wayward brothers and sisters, so that they may take refuge in the Lord.
