Why does the name of Japanese videogames already in English still has their names changed?

I mean, some video games already has English names such as Rockman, Biohazard gets their name changed when localized in the US. Rockman became Megaman and Biohazard became Resident Evil. Is there a law or rule that applies to this? It got me wondering for some reason.
