Report made to Child Services?

I had a person report that my child was living in unsafe living conditions. The State came and did an investigation saying that it was unsubstantiated or unfounded. Later this person laughed and said they would keep reporting. My question is that there is a section in the law about malicious reporting. And that it is against the law. But how do you prove that this person is doing that when the State says they can't release the name of the person reporting?
