Why does this guy play the victim all the time?

A guy that I am dating, not seriously always plays the victim alot. He has alot of friends that are girls, and ex-girlfriends that he still talks to. Each one he claims doesnt care about him enough and tells other girls, and he makes these claims about all of them. For example he will tell me that one of his ex-girlfriends yelled at him alot, when he is the one that cheated on her, and he will tell me that a close girl-friend of his doesn't call him enough and says she just doesn't care about him, it is like he is defaming their character. I am very confused by this behavior, is he just a big baby or is he using emotional blackmail to get what he wants?
